TIMBERHILL TOWNHOUSE ASSOCIATION MINUTES

August 5, 2008

BOARD MEMBERS PRESENT:  Ted Langton, Skip Hamilton, Robin Powel, Linda Seaders

THE MEETING

President Ted Langton called the meeting to order at 7:03 p.m. 

Additions or corrections to the previous minutes were called for.  John Mingle requested corrections to July minutes. 

 In additional to Ted Langton and John Mingle, Jim Eickelberg and Bill Nielson did the initial installation of the filter material four plus years ago. 

Treasurer’s report:  was reviewed.    Road re-paving has been paid.  The year is half over and the association has spent 47% of the yearly budget.   Ted Langton motioned the Treasurer’s report be approved and without objection the motion carried.

Insurance:  Chairman Bobbi Webster reports that 2/3’s of the insurance renewals are in for July with phone calls in to the remaining three for assistance in securing a copy for my files.  About ½ of the August ones are in.  Usually the month won’t be totally completed until about mid-way through the next month so we’re OK with July at this point.

RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS

Firecrackers:  Susan Pachuta mentioned the July 4th firecrackers, which were set off in the back parking lot.  Bottle rockets were discovered on home owner’s roofs.  This type of behavior is a safety factor.  Skip Hamilton encourages all home owners to take pro-active action.  (Don’t be complacent. )   Report all strange or unacceptable action to the “non-emergency” police number 766-6911.  Remember…It’s better to be SAFE than SORRY.

Dry Rot:  Joanne Rose reported suspected dry rot in the siding of her house.  Question?  Who is responsible for this problem?  Answer…the home owner.  The association is responsible for the painting only.

Tree Removal:  The association is not responsible for removing healthy trees or plants. 

STANDING COMMITTEE REPORTS

LANDSCAPE

Water:  There have been adjustments made on sprinkler heads, but there are still problems especially on the  29th side.  Work is still being done. 

Bark dust:  Friday, Aug. 8th and Monday, Aug. 11th  bark dust will  be blown around all homes.   After home gardens are covered, extra bark dust will be piled on both sides, so folks can grab their own if they need additional areas covered.

MAINTENANCE

Lights:  CPI used a cherry picker to replace a light. by the pool.  However, it still is not working.  Skip Hamilton will call CPI on Wednesday and request they return to look at the light again. 

                If your yard light is not working, call Glenn Smouse 753-6924, who will check to make certain the bulb is not burned out.  If it needs electrical work, Glenn will notify Ted Langton, who will follow through and get it repaired.

Paint Report:   The foot bridge was washed on Sunday, July 20 and painted on Monday and Tuesday, July 21 and 22.  Two years ago the job required 5 gallons of oil base semi-gloss enamel.  This year it required 6 gallons and even then I had to stretch the last half gallon with thinner.  The non-skid grits available this year seemed to thicken the paint even more than in 2006 which accounts for the greater volume of paint required.  The surface feels quite gritty and I am satisfied with the job. Total cost for materials this year was $ 235.94 which is about $ 70 more than in 2006.  Jim Eickelberg, paint chair.

Pool Update:   The sunny weather in July has brought out the swimmers and sun bathers.   Our numbers are down from last year due to the cold and rainy month of June, but we're currently catching up.  We were inspected by the Benton County Environmental Health Department and were in compliance with their rules.  Thanks goes out to Jim and Phyllis Eickelberg, John Mingle and Robin for assistance with pool duties.  We are approaching 400 swimmers so far.  The roller frame for the pool cover broke in mid-July and the piece was back-ordered.  They are expecting its arrival in mid-August.  It has actually made an easier summer for Bill and I not having to cover the pool at night.  I'm sure it might slightly affect our heat bill although most of our nights have been quite warm. We've had very little wind at night so pool vacuuming has not increased without the cover. Again, thanks to all who have consistently stored the toys.  You're the best!  We enjoy serving the association with these duties.  Jacki & Bill Ford, Pool Chairs

John Mingle reported, as a correction to July’s minutes, that the pool will not need the seam filler replaced.  According to the pool inspector, we can correct the problem by replacing the rotten wood.

OLD BUSINESS

Annual picnic:  Susan Pachuta, Picnic Chair, reported the picnic is scheduled for Tuesday, August  26 (see attached flyer.)  Susan is looking for volunteers to help on this fun event.  If you are willing to volunteer, please call Susan 829-0020.  She may need some extra folding chairs, if you have any to loan, please call her.

Reservations:  Mary Anne Herron and Pat Coolican will take reservations--call Mary Anne Herron 752-4396 or Pat Coolican 754-8469.  Reservation deadline is Monday, August l8th.

NEW BUSINESS

Pool Topics:  Possibility of extending pool closure until weather starts cooling down.  Ken Gouveia, Eric Jones, and Robin Powel has volunteered to work on the daily pool monitoring and maintenance.

REMINDER!!!!  Please remember to sign-in when using the pool.  We need the pool user count.

Annual Garage Sale:  Garage Sale Chair, Sharon Dickes, 752-0561, has scheduled the sale for Saturday, September 6, (see attached flyer.)  Cost:  $5 for advertising, etc.  Participation form should be returned as soon as possible, but no later than Monday, August 25.

New Class Started:  Gen Erway is teaching a class on Tai Chi, Monday evenings, 7pm, at the clubhouse.  No need to call, just join in this beneficial low impact sessions.  Class is open to women and men. 

Road Concerns:  Bob Foley mentioned glass shards on the road.  The glass is on the glass waste disposal pickup route.  Bob will contact Waste Disposal Management and report the problem.  Please be aware of the glass on the road.

The board is aware of the problems of the re-surfacing; however, at this time, it is too hot to make repairs.  So far, 12 to 24 sites have been identified to be repaired.  We have a 1 year warranty on the re-surfacing.

THE MEETING

President Ted Langton called the meeting to order at 7:00 p.m. 

Additions or corrections to the previous minutes were called for. None were received, minutes stand approved. 

Treasurer’s report was reviewed.  We are 33% through the year and 25% of the budget.  There is enough in our checking account that we will hopefully be able to pay for painter next month without having to transfer funds from the money market. 

Insurance Chairman Bobbi Webster reports that we have received all policies for April and she is working diligently on May. 
RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS
Question was asked if it was OK to put a window in a garage.  Board agreed that was OK.

STANDING COMMITTEE REPORTS
 

LANDSCAPE

Linda Seaders complimented the Landscapers.  They are doing a wonderful job!   Thanks to Mark and his crew, and (of course) our Landscape Chair Ken Gouveia!

Notes from Landscape Committee meeting:  When sending in requests to landscape@thta.org, please include your name and address.  Our landscape action item tracking spreadsheet will be resurrected, since spring is here.  Soon it will be posted at the clubhouse, as last year.  Some of the Rhodies are dying, ad some are turning yellow.  We will chop down large one that died by Walnut entrance and see if it comes back.  One near pool will be removed.  Mark will begin testing the Sprinkler systems.  Water won’t be turned on until necessary.  Mark to contact John Mingle prior to turning on the water.  Bricks will be installed soon.  Creek beds are done approximately four times a year. 

MAINTENANCE

Sidewalk crack at 2928 has been investigated, and Ted needs more details.  Ted to call homeowner.

Ted met with electrician and he will begin working on the lights very soon.  If you have an issue with a front light, please call Ted right away.  Association is responsible for maintenance of lights, but the tenant is responsible to get power to the light.  If it is a power issue at your house, you will be contacted by Ted.

Gutter drainage issue:  Association will determine how these will be handled as they come up.

Pool Update:  Saturday, May 10 – we will have our annual pool work party (9:00 am).  People can pick up pool keys at the work party.  Will need help during that week to continue power washing the deck.  It usually takes several days.

Week of May 12 – John Mingle will turn on heat in pool and Jacki Ford begins shock treatment and chemistry checks.

Saturday, May 24 – Pool opens (weather permitting).

Also, we need to have a bank of volunteers to assist in pool care when the Ford’s leave town during the summer (testing 3-4 times per day plus pool opening and closing).  To volunteer call Jacki Ford at 757-8600. 

Water was turned on this weekend and some weeding done.  Thanks to John Mingle, Ken Gouveia and Tyler Smith. 

Ted will contact road contractors this week to get bids for slurry seal.  Roads to be repaired are not yet determined, but will most likely be on the Walnut side.

REMINDER:  PLEASE PLACE GARBAGE CANS 3’ APART!!!  Thanks!

OLD BUSINESS

Nutria update:  Still at creek behind Robin’s house.  E-mail Skip skip@HOH2.com and Ken Gouveia keng3387@yahoo.com if you see any nutria, and they will forward on to the City. 

NEW BUSINESS

There will be a single meeting in June that will be the combined Board meeting and Annual Membership meeting and dessert social (details below).   Betty Birdsall and Peggy Brown have volunteered to help at the Dessert social.  We need donations of rum and vodka, and volunteers for table decorating and punch serving.  Please contact Linda Seaders and 757-8710.

Because users have been keeping things clean and Marian Van Nice has been assisting in cleaning, we will move to one cleaning per year.

THE MEETING

President Ted Langton called the meeting to order at 7:00 p.m. 

Additions or corrections to the previous minutes were called for. None were received, minutes stand approved. 

Treasurer’s report was reviewed.  $1k per month is going into the fund for future capital improvements.  We are 25% through the year and 19% of budget.   It was motioned by Ted that the Treasurer’s report be approved.  Motion carried.   See attached.

RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS
People who use the clubhouse need to make sure it is locked when they leave.   There have been several incidents recently where it has been found unlocked.  Thank you!

Homeowner at 2928 NW 29th St. reported a sidewalk crack issues.   Ted will investigate.   

We will take the subject of financial responsibility for sidewalk maintenance (for non main entrances) “under advisement.”

STANDING COMMITTEE REPORTS
 

LANDSCAPE

Nothing new and exciting.  Landscaper will be checking the water.   If you have any issues, please e-mail the Landscape Committee with issues at landscape@thta.org .  Let John Mingle know when it’s time to turn on the water. 

Notes from Landscape Committee meeting:  One of the cherry trees along Walnut is not blossoming, Mark to check.  This is the 2nd tree to have problems in that location.  There is a lot of water there, even in the summer -- we can amend the soil perhaps.   Concerns re:  bark dust and fire.  Bark under dryer vent is reported to be a hazard.  Homeowners can remove the bark under your vent and replace with gravel/stepping stones, etc.  Mark to investigate.  Ferns on the creek side need to be cut back (this is part of our contract).  Mark can plant Peg Brown’s (2878 NW 29th) Nandina and put bark around newly planted tree.    2864 has a camellia that needs pruning.  Bricks by pool to be replaced.  There are some trees that fell down in creek area by Mingle’s house.  They need to be cut down and hauled away.    When crew use blowers, it sometime ends up on homeowner front porches, crew will be reminded.  Rhodies have been fertilized; it has been a rough winter for them.  Cold evenings keep them from absorbing nutrients.  2850 NW 29th, remove  ZBerry Azalea - move to Peg Brown’s.  Moss removal from wall 2850 – Mark to bid.  We have a dead boxwood against the fence by 3345 – please replace.  Mark is working to cut Photinias way down. 

 

MAINTENANCE

 Ted has not heard from many regarding yard lights.  The courtyard between the buildings by 3387, 3383 and 3379 – only one works.  Ted will check. 

OLD BUSINESS

Nominating  Committee – There were no additional nominations for the position of Secretary or Nominations/Social Board positions.  Therefore, Lynn is to be appointed for three year term at the annual meeting in June (ending 2011), and Linda will continue as interim Nominations/Social Board Member until 2009.   Skip will be moving out of our community, so we will need to fill his position probably within the next few months.   

 

Nutria Update – number of reports have gone down dramatically.  City has been on site, and two areas of concerns have been eliminated.  If you observe anything, please call/e-mail Skip.  Robin Powel has had four swimming in the creek by her house.  They have also been seen behind 3301, also in meadow areas by Walnut.  Skip to provide the city an updated report.  Please e-mail the Board and Ken Gouveia.  (Ken to e-mail John Olsen cc:  Steve Rodgers.)  If anyone sees evidence of rats, please let the Board know.   Note:  Bird Feeders and sewers are the primary draw. 

 

NEW BUSINESS

VOLUNTEERS NEEDED!  This year’s annual meeting will be combined with our regular Board meeting June 10.  We are seeking volunteers to help organize the Dessert social that will precede our meeting.  If you would like to volunteer, please contact Linda Seaders.

The Clubhouse could use a donation of a fridge – so, please keep this in mind if you happen to be replacing your appliances.   If anyone is so inclined, please contact Linda Seaders. 

Wi-Fi – intermittent and infrequent problem with the West transmitter.  We have replaced the small transformer that powers the transceiver for West.  We have experienced no problem with this since.  Transceiver may have to be replaced in the near future.

March 4, 2007

THE MEETING

President Ted Langton called the meeting to order at 7:00 p.m. 

Additions or corrections to the previous minutes were called for.  It was moved by Skip that minutes be approved, seconded by Robin, the motion carried. 

Treasurer’s report was reviewed.   We have opened a money market and will be adding $1k/month to it, may transition to a CD as we accumulate enough money.   It was motioned by Ted that the Treasurer’s report be approved.  Motion carried.   

Insurance Chairman Bobbi Webster reports that we have received all policies for January and February and have all but one for March.  All is well!  Thank you Bobbi! 
RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS
We received additional information re:  nutria in the creek from Michelle Smith (thanks!)  City has been notified.  City is clearing out creek currently. 
Fencing is homeowner owned, and changes must be drawn up and presented to the board prior to being implemented. 

STANDING COMMITTEE REPORTS

A proposal for exterior changes to 2840 NW 29th St was submitted to the Board and discussed.   Typically the Board requires a 30-day input period.  In order to assist timely filing of building permits, the Board has agreed that this period be reduced.  The Board further motioned that if no contrary response is received, the changes be automatically approved.  Once this reduced time period has passed, Ted, on behalf of the Board, will draft a letter to the city of Corvallis saying that the Board has no objections to the proposed changes.

HOMEOWNER ACTION REQUIRED:  The deadline for homeowner input regarding this request is March 15th.

LANDSCAPE

All is on schedule.  Rhodies were fertilized, Photinias are being trimmed back.  Other pending requests will wait until after freezing weather is done.  Mark to replace missing bricks by pool area. 

 

MAINTENANCE

HOMEOWNER ACTION REQUIRED:  We are running a survey on yard lights.  If you have a light in front of your home (not those on your house) that is not working, please let Ted know as soon as possible.

Reflective tape has been put on the rocks at the entrance on 29th side. 

OLD BUSINESS

Nominating Committee Update:   Committee met and has spoken with Lynn Haeffele, who has agreed to continue as Secretary for a term.  Linda has agreed to fulfill her interim position, which expires next year.  Would anyone else be interested in like to volunteer to fill the Secretary position?  If so, please contact Linda Seaders.  Nominations will be announced at the next meeting.

 

NEW BUSINESS

The Board has elected NOT to meet on April Fool’s Day…please note the Board meeting schedule change to the SECOND Tuesday of the month in April.

THE MEETING

President Ted Langton called the meeting to order at 7:00 p.m. 

Additions or corrections to the previous minutes were called for.  It was moved by Skip that minutes be approved, seconded by Robin, the motion carried. 

Treasurer’s report was reviewed.   We are allocating $1,000/month to go into capital improvement fund, this will not get moved over to money market until $5,000 has accumulated.  It was motioned by Ted that the Treasurer’s report be approved.  Motion carried.   

Insurance Chairman Bobbi Webster reports that we have received all policies except one for December (it’s “in the mail”), and we have all but one for January, and half in for February already.  Thank you Bobbi! 
RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS
Skip received an e-mail from John Mingle indicating that we have nutria on their side; we have them in at least two locations on site.  City Public Works will be dispatching an expert shortly.  Please let Skip know if you see any around! 
STANDING COMMITTEE REPORTS

LANDSCAPE

Landscapers are doing trimming, etc. during the slow season.   Stepping stones by mailboxes will be fixed by Mark this week. 

MAINTENANCE

Winterizing of water system is working well. 

It was suggested that we get bigger reflector lights at entrances, as on rainy nights they are hard to spot.  Ted will look into this. 

Lights – a nightlight on 29th side is out.  If you see a light out, we should try a new bulb first (call Glenn Smouse).  An electrician has been called to check out THTA lights that aren’t working.  If you see any of the major lights out, please let the Board know.  Board to contact homeowners who may have dark areas that can be dangerous.

Linda Seaders, our Nominations Chair, is now accepting names for the nominating committee.  Please contact her at lindaz98011@hotmail.com , if you are interested.  This volunteer position lasts for a very short time and has a small time requirement.   Thank you!  We’ll need a report from Nominating Committee for the March meeting.  Thanks to Pat Coolican for volunteering already!

Treasurer’s report was reviewed.  We ended the year with $400 in the bank, and budget was overspent by 12% primarily due to unexpected maintenance.  It was motioned by Skip and seconded by Ted that the Treasurer’s report be approved.  Motion carried.   

Insurance Chairman Bobbi Webster reports that we have received all policies except one for December (homeowner has been notified), and we already have all but two for January.

Paint Chair Report: 

Five sealed bids were opened at 5:00 pm Dec. 28.  All bids complied with the Invitation to Bid and the specifications.  All bidders were recommended by Miller Paint.  It is recommend by our Paint Chairman that the contract for 2008 painting be awarded to Fitzpatrick (bid amount $11,512 -- $4k under budget!), and that he be authorized to sign the contract on behalf of THTA.  When the contract for this same set of townhouses was awarded six years ago, the winning bid was $15,500.  Jim recommends that in future years we continue to invite bids in the early winter and allow bidders to choose their time of performance between May 15 and July 31st.  The Board formally agreed with Jim’s recommendation.  Report submitted by Jim Eickelberg, Paint Chair.

Christmas Party:  Thank you to Arlene Miller for organizing the wonderful Christmas Party.  Everyone had a great time socializing with neighbors, and enjoying food and drinks.  This kind of event is one of the things that make living in our association so special.  Also thank you to Eric Jones, Ken Gouveia, Peggy Brown, Susan Pachuta, and Linda Seaders for all of their help!  Arlene has made recommendations for next year, and they are included with her report in the little black book.   We may have to expand to the annex next year.  It would be nice to have a covered walkway between the two buildings.  We can check into this.  Great idea!
 
Thanks to Jim Eickelberg for taking care of the bridge Christmas lights again this year.  We always look forward to the decorated bridge.

Treasurer’s report was reviewed.  The final payment to arborist was this month, nothing else unusual.  We are over budget due to roads, sidewalk, clubhouse and bridge that was not budgeted.  Money is tight this next month.  It was motioned by Skip and seconded by Linda that the Treasurer’s report be approved.  Motion carried.   

Insurance Chairman Bobbi Webster reports that everyone is now in for every month prior to November and the two Nov policies that are still due didn’t expire until the end of Nov. so should be received soon.  So far, seven are in for Dec., three still due and will no doubt be coming in later this month, so we’re good to go.

All irrigation systems have been turned off.  If you see a leak, it is part of the main system (which is the Association responsibility).  Please let Mr. President know if you note any leaks.

There was a big leak on 29th side that has been repaired.  City will adjust the water bill.  Plugged sewer on Walnut side, sidewalk had to be torn up, this is Association responsibility.  Sorry to those who weren’t told that water was going to be turned off! 

Heaters are in the bathroom and working well.

Christmas Party:  Thanks to Jim Eickelberg for hanging the lights on the bridge.  Does anyone have rum or brandy they would like to donate for the party?  Call Eileen Miller @ 753-9229 if you do, or if you would like to volunteer to help with the party.  The clubhouse will be cleaned 12/5. 

NEW BUSINESS

Beginning in January, Allied Waste will automatically deliver a new 65-gallon recycling roll cart to each customer, between Jan 7 and 25. No need to sort or separate all your recyclable paper, metal, plastics and cardboard will go in the new cart.  It will go out for pickup on garbage day.  KEEP ONE BIN FOR GLASS.  Glass will be picked up once per month, during the first full week of every month, beginning the week of Feb 4.   

When the Oregonian is delivered in the morning, the delivery vehicle (white Honda) drives very quickly and creates a hazard.   If you note this, feel free to call the Oregonian to report.

 

MISCELLANEOUS: 
 
Wi-Fi Update – there have been multiple software upgrades recently and there have been some problems due to this.  Backup battery died last week also causing outage.  All is running well now.  Eric Jones has volunteered to learn how to reboot in case Skip is out of town.  Thanks Eric!

MAINTENANCE

None underway.  Heaters to be hooked up in the bathrooms, plus heat for water plugged in so clubhouse is fully functional in the winter. 

 

OLD BUSINESS

2008 BUDGET:   Board met re:  budget.  There are some future potential financial commitments for which THTA needs to prepare.  Some of the issue includes:  storm water drainage problems, yard light maintenance (fixtures are older), upcoming road repair work – all for which the Association is responsible.   The Board has determined that, based on these upcoming expenses, monthly dues require a $5 increase (effective January ’08). 

In ’08 we will add $1,000/month every month into our capital improvement fund.  Several budget items have been reduced, some have been increased (see budget below).  We will try to hold the line on expenditures as much as possible.  No large projects are coming up this summer.  Landscaping projects are current.   We have a bid for $32k for the slurry seal if we do this next year.  This is considerably less than we originally thought.  This is the recommendation from the city also.  If the city has work for the contractor, he will piggyback our work on theirs, thus saving additional costs.  We should get 12-14 years life out of this. 

SIGNAGE FOR BRIDGE:   April & Chris Henderlite have volunteered to donate signage for the THTA bridge (thank you!!).  Skip Hamilton has created a prototype and will communicate directly with April. 

1ST ANNUAL THTA TEA:  We had 23 women attend.  Thanks to Pat Coolican, Maryanne Herron, Betty Birdsall, Stevie Mingle and table hostesses.  Many hands made light work!  Other activity ideas were discussed and Arlene Miller will be organizing.  There may be quarterly women’s socials in the future.  Arlene Miller will do the Christmas party this year and it is currently scheduled December 16, Sunday @ 2:00 p.m.  Jim Eickelberg will do the bridge lights again.  Well done, Linda! 

NEW BUSINESS

E-MAIL UPGRADE/OUTAGE:  Web hosting service has been upgrading their servers, and there were some issues bringing the servers back up.  Service went down Friday p.m., and it came back fully this a.m.  New servers should increase speed. 

 

MISCELLANEOUS:  

Clubhouse is scheduled for a cleaning the Tuesday after Thanksgiving. 

Police dept has been ticketing Walnut heavily – particularly in the school zone.  If anyone has concerns, they should feel free to contact the Police dept directly.

STANDING COMMITTEE REPORTS

LANDSCAPE
Finished spreading chips on Walnut side, 29th St. side is now being done. Chips are mostly being spread on garage sides and along creek (this will be done on weekends). Bark dust has been done on entrance areas on both sides, costing $1680. Chips are not ideal, but keep the weeds down over the winter; bark can be placed over the top of them next year. Irrigation maintenance has caused our budget for cosmetic items, such as bark, to be less. Courtyard areas are scheduled to be barked next year. A spreadsheet is being created to list requests, walk-thrus, extra costs, scheduled and completion dates, etc., and will be posted at the Clubhouse and website. Landscape meeting is after monthly Board mtg (feel free to join). All are welcome to come and get plants from along the creek by Ken G’s for planting near your home, if you like. The arborist is not done, but will be finishing soon. Rain Sweet will plan to do gutter cleaning again this year. Expect form to be sent out in early November. Any landscape requests should be mailed to landscape@thta.org , Mark from Rain Sweet will be added to group e-mail. Special landscape requests will be reviewed by the Board and Landscape Committee. Please! If you see a rhodie that needs deadheading, or a weed that needs pulling, please help out! Rain Sweet contracted items will also be posted at Clubhouse and website.

MAINTENANCE
CLUBHOUSE BATHROOM DOOR REPLACEMENT: Ted Langton reports the new doors are in and a new key is hanging on the left side of the backdoor. Both doors are keyed with same key but the dead bolt locks are being rekeyed now and thus cannot be used. As soon as the dead bolts are ready new keys will be made available to those that MUST need them. Both the door and dead bolt locks should be used when the rekeying is done and keys are available. The trim is to be installed and painted, and will be done sometime next week.

NOTE: Water running in toilet in south bathroom, Skip to shut off and contact Ted Langton.

CLUBHOUSE DECK REPAIRS: Deck repairs are complete, painting will be delayed until next year. PLEASE NOTE! This winter, the deck will be slick, be sure to hang on to the railing.
ROADS: Road work for 2007 is complete. Future road work will be discussed in 9/14 budget meeting, 7:00 p.m. at the Clubhouse, all are welcome to come.
POOL: Another season has come and gone at the swimming pool. It has been a very good year and we have seen over 700 registered swimmers. Hopefully you all have enjoyed the recreation and perhaps we're in better shape heading toward Fall. The pool inspector finally came. He gave rave reviews to John Mingle re: the clarity of the pool. He reported the Alkalinity and free chlorine to be a bit high, so we took a sample to Schaeffers and they reported perfect conditions. Bill and I have enjoyed serving as pool managers. We look forward to the 2008 season. We are most appreciative of all the help John and Stevie Mingle, Jim and Phyllis Eickelberg, Robin Powel, Linda Seaders, Skip Hamilton, and Ken Gouveia have given when we have been away. Also, all of you who picked up the toys, put away the umbrellas, scooped bugs or just enjoyed the pool...thanks ever so much. There is still one opportunity to lend a helping hand on Saturday, September 8th at 9:00 a.m. we have our closing party. Please turn in your keys to the mailbox at the clubhouse by the 8th, so we can send the refunds. Submitted by Bill & Jackie Ford.
PAINTING: Paint Chair Jim Eickelberg reports that Fitzpatrick finished all items on the punch list, completing the painting job for this year. Fitzpatrick has been paid.
WATER LEAK: Ted Langton reports we have been trying to locate source of water running into drain and thought it might be coming from a sump pump connected to the system. When rain starts the inflow will be greater and thus, hopefully, will give a better idea as to source. Random searching will cost $ and possibly result in tearing up of pavement.

OLD BUSINESS
WI-FI UPDATE: New system installed is working well and eliminates the need to record individual PC mac addresses.
Annual Picnic: This year’s picnic was held on the bridge and both the meeting room and rec room were used. The weather cooperated beautifully, which contributed to the celebratory atmosphere among the spirited crowd of TTHA residents and guests. The weather also made a tarp unnecessary, but thanks to Skip Hamilton for his readiness to set it up. The rec room was set up for the buffet. The ping-pong table was decorated for serving the chicken and potluck side dishes. A small table lent by Lynn Haeffele was set up in the rec room with the coffee urn and potluck desserts. Cold beverages including lemonade, tea, beer and wine were available on a long slim table, provided by Pat Coolican, and set up on the south end of the bridge. Thanks to the Eickelbergs; Phyllis for, once again, purchasing and preparing the corn, and Jim for his creative and energetic auctioning of the donated barbecue. Thanks also to the Zedwicks for replacing the rotted joists and beam under the deck in time to avert a disaster.

NEW BUSINESS
FILLING INTERIM BOARD POSITION: Robin Powel moved that Lynn Haeffele be appointed to fill Phyllis Eickelberg’s interim Secretary position and it was seconded by Phyllis Eickelberg. Motion was carried. Another interim board position vacancy has occurred, as Judy Waetjen has sold her home and moved. There are three very excellent candidates, so the Board will review and announce replacement at the next Board Meeting. Board will also review position with all three candidates.
GARAGE SALE: Participants needed now! There is still time. Please send e-mail to lynn@thta.org ASAP to indicate your interest in participating.
Miscellaneous: Sandy Allen is submitting a front entry design change to the Board for review. Doors are taller, so fascia board had to be cut out and it is unsightly. Sandy’s alternate design will be designed by a licensed architect and designs will be made available to anyone in the association who may need to do the same.

Treasurer Robin Powel reported that we have paid the house painters and temporarily transferred $3,000 to the money market account to avoid low balance bank charges. Clubhouse repairs are also underway and $2,000 has been planned for those repairs. It was moved by Phyllis Eickelberg and seconded by Skip Hamilton that the treasurer’s report be accepted. Motion carried.
Insurance Chairman Bobbi Webster reports that two July policies are still out but she’s got either the agent or homeowner working on getting THTA a copy. For August, there is one left to go. Thanks go to all the homeowners and their agents for making this job easier.
RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS
Phyllis Eickelberg resigned from the Board and as secretary to the Association, effective the last day of August. Lynn Haeffele will be the new secretary and is expected to be appointed by the Board to fulfill the remainder of Phyllis’s term. This position will be available for re-election at the annual meeting in June 2008.

Pat Coolican reported water flow problems in the creek. Dirt and weeds have filled in areas. Skip will report the problem to the city, since creeks are their responsibility.

STANDING COMMITTEE REPORTS

LANDSCAPE

Skip Hamilton reported that a decision was made to terminate RainSweet in August based on communication and documentation problems. Scott Landscape Services was hired for the month of August. RainSweet’s Mark Bunsen has taken care of the documentation problems and will be rehired on a month-to-month basis until the end of the year. Skip has stepped down as Landscape Chair, a responsibility taken over by Ken Gouveia, with assistance from Eric Jones. Skip will stay on the landscape committee. Ken reports that Susan Pachuta is also a committee member and that the landscape committee will meet every month following the regular Board meeting on the first Tuesday of the month. All are invited to attend. Ken can be reached the following ways: keng3387@yahoo.com; 758-7502; or 231-7076. The Gleaners have been notified regarding wood and will get this picked up soon. The fir at the 29th Street entrance was eliminated due to root problems. Liliana Egri thanked Skip for removing a tree in her front yard and asked that grass be planted in its place.

Ken has contacted the Boys and Girls Club to see about hiring teenagers to spread wood chips around garage areas. The liability issue was raised. MAINTENANCE

CLUBHOUSE BATHROOM DOOR REPLACEMENT: Ted Langton announced that the contract for this job has been awarded, but so far there has been no action.

CLUBHOUSE DECK REPAIRS: New deck boards are being installed. The job is expected to be finished in time for the annual picnic on the 21st. In the event that weather changes and painting the bridge this year isn’t possible, it will be done next year.

ROADS: Ted reported that roads on the 29th Street side (only) will be worked on the week of August 27. This will impact all of those living on that side. Ted will try to get a definite schedule to residents there soon. Be prepared to park on the street, or on the Walnut side during the work.

POOL: We have had 450 swimmers thus far and we’re still waiting for the State Inspector to show up. Pool chemistry has been quite stabile and a huge thank you to all our “family” for leaving the pool and surrounding area in good order. Much appreciation to Jim Eickelberg, Robin Powel, John Mingle, Skip Hamilton, Linda Seaders and Ken Gouveia for their help in assisting with pool duties.

PAINTING: Paint chair Jim Eickelberg reported that Fitzpatrick finished the items on the punch list. This completed the painting job for this year and Fitzpatrick has been paid.

WATER LEAK: The source of water running in a storm drain on the Walnut side has not been located, but investigations are continuing. The water is coming from a 4-inch pipe.

OLD BUSINESS

WI-FI UPDATE: The change to a mac address system mentioned at previous meetings is underway. This is a new security system that will enable Skip to discover who is maxing out the wi-fi system. New equipment has been installed and it seems to be handling some of the problems. Skip moved that the $600 approved for solving wi-fi problems be increased to $850 or less. This will pay for installation of the equipment, time for installation, and a purchase of the equipment. Motion was seconded by Robin Powel. Motion carried.

NEW BUSINESS

ANNUAL PICNIC: The annual picnic is scheduled for August 21. Chairmen Irma and Pat Canan are still looking for committee members to help set up tables and clean up afterward. Be sure to volunteer. The more volunteers, the shorter the work time is for everyone. Kim Turpin will be the contact person for the picnic and will take reservations. She’s kim@kimturpin.com or 541-760-5004. Leave your name, house number and the number attending festivities with you so that corn and chicken can be ordered appropriately. Picnic costs are $3.50 each, with children under five free. Reservations are needed by August 16. Pat Coolican and Mary Anne Herron will handle beverages and calling.

GARAGE SALE: Participants are needed for this year’s THTA annual garage sale! It’s time to think about cleaning out and de-cluttering. Regarding Insurance matters: Chairman Bobbi Webster reports that it looks like every person is now updated for May and June, and about 1/2 have come in for July already.

RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS

The letters to owners opposite our west fence have produced results. All is quiet on the Western Front.

STANDING COMMITTEE REPORTS

LANDSCAPE

Skip Hamilton reported that extra watering of plants is taking place. The arborists will be on site on the 18th. If you have any trimming you’d like done, please contact Skip immediately. Additional new plantings will be done when the weather is cooler. Ken Gouviea and Eric Jones have joined the Landscape Committee. They have wonderful skills to contribute and we are fortunate to have them helping.

Skip questions water running in a storm drain and contacted our maintenance chairman, Ted Langton. The water is coming from a 4 inch pipe. Ted will check with the city to see if there is a way to trace the water back to find out where the problem originates.

MAINTENANCE

CLUBHOUSE BATHROOM DOORS: Ted Langton announced that he’s had no bid responses for this job.

CLUBHOUSE DECK REPAIRS: A few new deck boards need to be installed before the bridge is ready for painting. Jim Eickelberg has volunteered to do this job and will attempt to complete it before the last day of August. We have received only one bid response for replacing four bridge beams that have experienced dry rot. Ted is waiting to see if there are other bids to be considered.

ROADS: Ted reported that the dates for slurry sealing of cracks on the 29th Street side have not yet been established. More on that subject when we have dates.

POOL: We're seeing lots of swimmers with the improved weather. We love seeing our pool being used. All is going smoothly so far because of the excellent help of Robin Powell, Jim Eickelberg and John Mingle in our absence. Also thank you Skip Hamilton for closing the pool. Just a reminder to accompany your guests and be sure to sign in. Also let's begin putting the umbrellas in the corner where the toys are if you are the last to leave the pool area. They are blowing over with the slightest wind and we're finding some damage. Just leave the stands where they are. Also be sure you leave the rope attached. We are expecting the pool inspection in the next few days and we'd love to get an A+.

PAINTING: Paint chair Jim Eickelberg reported that as of 4:15pm on July 8, we are waiting for Fitzpatrick to finish 3 items on a 4 item punch list. Those 3 might be completed before your board meeting. Except for the punch list, the job is complete and very well done. We are ready to pay the full price as soon as the list is accomplished.

FENCE CONSTRUCTION: The fence recently constructed between 2888 and 2886 NW 29th Street now meets with Board approval. Once the wood has seasoned, the fence will be painted.

OLD BUSINESS

WI-FI UPDATE: The change to a mac address system mentioned at previous meetings is underway and expected to begin in the next two weeks. This is a new security system that will enable Skip to discover who is maxing out the wi-fi system.

ANNUAL MEETING: Linda Seaders and her group of volunteers did a wonderful job of feeding our stomachs and eyes. The decorations were spectacular, as was the food. Linda gives special thanks to Irma Canan and Sue Chelini for contributing desserts; Bill Nielson and John Seaders - clean-up; Maegan Balschweid - set-up, serving punch, and clean-up; Lorraine Nielson - name tag table, set-up, and clean-up; Jackie Ford and Phyllis Eickelberg - assisting with carrying desserts from kitchen to table; Pat Coolican and Lynn Haeffele - removing garbage from clubhouse; Judy Waetjen – clean-up. Thanks too to others who helped and whose names have escaped us. Your help was certainly appreciated.

NEW BUSINESS

ANNUAL PICNIC: The annual picnic is scheduled for August 21. Chairmen Irma and Pat Canan are looking for committee members to help set up tables and clean up afterward. Be sure to volunteer. The more volunteers, the shorter the work time is for everyone. Kim Turpin will be the contact person for the picnic and will take reservations. She’s kim@kimturpin.com or 541-760-5004. Leave your name, house number and the number attending festivities with you so that corn and chicken can be ordered appropriately. Picnic costs are $3.50 each, with children under five free.

GARAGE SALE: Participants needed for this year’s THTA annual garage sale! It’s not too early to start thinking about cleaning out and de-cluttering. This year’s garage sale is scheduled for September 15 from 8:00-1:00. Please see the attached Garage Sale form for details!

DUES: Please check with your bank to see if they have a free system of paying your bills for you. For those who tire of writing checks and are even more weary of getting late charges, it is a wonderful way to pay your THTA dues on time. THE MEETING

President Ted Langton called the meeting to order at 7:00 p.m.

Additions or corrections to the previous minutes were called for. It was moved by Skip Hamilton and seconded by Robin Powel that the minutes be approved. Motion carried.

Treasurer Robin Powel reported that we are 42% finished with the calendar year and only 29% of the budget has been spent. With painting soon to be finished, those numbers will change. It was moved by Phyllis Eickelberg and seconded by Skip Hamilton that the treasurer’s report be accepted. Motion carried.

Regarding Insurance matters: Chairman Bobbi Webster reports that there are three May policies yet to come in. She is contacting the insurers and/or the policy holders to ask for copies. If you are called about your insurance, please furnish Bobbi with the proper information.

RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS

Regarding 29th Street: Skip reported that projects that will change traffic conditions there were not moving forward during the near future. Monitoring of the light at 29th and Walnut is underway.

The letters to owners opposite our west fence were read. These concerned barking dogs and noisy recordings meant to discourage woodpeckers. The letters will be mailed tomorrow.

John Mingle asked that his bridge group be allowed to submit a one-time, $10 check to cover the clubhouse key deposit. The group will be given a key to use as long as they continue to meet at the THTA clubhouse. The THTA members of the group will be responsible for cleaning following the group’s use.

Liliana Egri (3305 Walnut) asked that a tree in her yard be trimmed. She also had some irrigation system questions. Skip and RainSweet’s Mark Bunsen will meet with Liliana to discuss her concerns.

STANDING COMMITTEE REPORTS

LANDSCAPE

Skip Hamilton reported that the irrigation system is still being repaired, although many areas are working well. Two new areas have been installed. Five planting areas are being worked on and spraying of some areas has taken place. The arborist will be on site to consider trees to be trimmed or removed. There are 8 or 9 projects in the works, include some for Valentis, Seaders, and Mingles. Skip again thanks his committee made up of volunteers: Robin Powel, Lynn Haeffelel, and Jane Ruhsenberger. Skip pointed out that the irrigation systems run at various times throughout the night. We have 9 clocks managing about a dozen stations each. Irrigation times vary.

MAINTENANCE

CLUBHOUSE CONCERNS: Ted Langton announced that the bridge area under the clubhouse sliding glass doors has been repaired. Without rain, the repairs are not able to be tested, but it’s assumed that all is well. New deck boards, caulk and flashings were installed.

CLUBHOUSE DECK: Two new deck boards have been installed and the bridge is ready for painting. Jim Eickelberg has volunteered to do this job. The others look fine. Beams under the bridge are not in good shape.

ROADS: Ted reported that the slurry and sealing of cracks will begin soon on the 29th Street side only. We are attempting to hold to a new three-year road repair span. This year the main road around looping around the 29th Street area will be repaired, but not side roads or anything on Walnut.

POOL: The second annual Pool Privilege Party on Friday May 11 was attended by twenty-two. The free swim pool key was won by Gerry Olson. On May 12 twelve workers attend the pool preparation work party removing the pool’s winter cover and installing the summer cover. In addition, vacuuming, weeding and furniture preparation was accomplished. Jackie reports this was the best work party ever. Everyone kept at it until the job was done. Pool users are thankful to the following: Don Webster, Bill Nielsen, Lynne Haeffele, Tyler and Michelle Smith, Mary Anne Herron, Velna Werth, John and Stevie Mingle, Jim Eickelberg, and Bill and Jackie Ford. There was no job that was overlooked. Every large and small assist was greatly appreciated.

ATTENTION: If YOU PUT THE POOL UMBRELLAS UP, CLOSE THEM WHEN YOU LEAVE. The afternoon wind has been blowing them over, even when they are collapsed. In order to save them from breaking, help by closing them.

PAINTING: Paint chair Jim Eickelberg reported that the painting is proceeding as expected. The rain may slow it down, but so far, all is well.

FENCE CONSTRUCTION: A new fence was constructed by the owner at 2886 NW 29th Street, without Board approval. The fence did not replace one that was destroyed, but extended for a greater distance, is higher than the six foot height limit, and was attached to the adjoining house. Property owners at 2888 and 2886 will meet to see if they can come to some agreement. At a minimum, the fence will need to be lowered and relocated.

OLD BUSINESS

WI-FI UPDATE: The mac address system mentioned before is underway. Someone is maxing out t5he system so that wireless users are finding the loading time for their computer to be very long. Skip made a motion that THAT invest $600 or less in new monitoring software to determine where the system drain originates from. He will let wireless users know how to locate their mac addresses so proper ID is established. The motion was seconded by Phyllis Eickelberg. Motion passed.

NEW BUSINESS

ANNUAL MEETING: Linda Seaders has volunteered to chair the Association sponsored dessert following the annual meeting on June 19. Linda can still use volunteers to help set up and clean up. Be sure to let her know that you are a willing volunteer. (757-8710)

THE MEETING

Treasurer Robin Powel reported that we have not yet paid Alyrica for the most recent wifi work. While the year is 33% complete, the budget spending is at 23%. It was moved by Skip Hamilton, seconded by Phyllis Eickelberg that the treasurer’s report be accepted. Motion carried.

Regarding Insurance matters: We lack proof of insurance for two policies that expired in March, and one that expired in April. If you are called about your insurance, please furnish the Association with the proper papers.

RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS

Regarding 29th Street safety and traffic control issues: Skip Hamilton said a request for an accurate traffic count is underway. This has to be approved by the City Council. Skip is working with Public Works to get this information.

Two issues concerning disturbing noise were discussed. On the west side of THTA are barking dogs and woodpecker problems that are being “treated” with noisy recordings. Animal Control has been contacted about the dogs. It appears they are well acquainted with the dogs’ owners. Skip will write a letter to this owner which the Board will approve. The home owner with woodpecker problems will get a letter suggesting another means of control. Skip made a motion that the letters be sent. The motion was seconded by Robin Powel. Motion passed.

STANDING COMMITTEE REPORTS

LANDSCAPE

Skip Hamilton reported that the landscape committee met at 6:00 and discussed a new variety of flowering plants for THTA. We should begin seeing some of these in two or three weeks. The arborist is due this month. If you have a desire for more plants and a visit by the arborist, please contact Skip immediately. (See his phone number in the letterhead.) The creek banks are being trimmed and watering in some areas begins this week. Skip praised the landscape committee, composed of volunteers: Robin Powel, Lynn Haeffelel, and Jane Ruhsenberger.

MAINTENANCE

CLUBHOUSE CONCERNS: Ted Langton announced that finding a contractor to make deck repairs has hit a snag since those contacted were unable to take on the job. He is still searching for someone to help solve problems.

ROADS: Ted received two bids for improving our roads in three stages. Oregon Asphalt Maintenance of Lebanon is the low bidder at $6,816—for stage one. This will include the road circling the perimeter of homes on the 29th Street side. Ted moved we accept their bid. Motion seconded by Phyllis Eickelberg. Motion passed. Walnut roads and those 29th Street roads that join the circle road will be done another year.

POOL: The second annual Pool Privilege Party will be held May 11 at the clubhouse from 7:00 to 7:30. Pool keys will ONLY be handed out at this event. If you plan to use the pool yourself, or escort grandchildren to it, this is a MUST ATTEND event for you. One free key will be handed out at this meeting. Others cost $25, with $15 refundable at the end of the season. The pool preparation work party will be the next day, May 12 at 9:00 a.m. Remember, this pool is operated by volunteers. Pool users should be willing to assist in preparing and maintaining the pool. Opening date, if we have enough volunteers and chemical readings are correct, will be May 26.

PAINTING: Paint chair Jim Eickelberg will let those in houses to be painted known, as soon as he receives starting dates. This could be as early as May 15. Remove deck and yard things that would be in the way of the paint crews.

BOARD CANDIDATE PROFILES for the two Board position in June:

Ted Langton In July 2000, Ted moved to Timberhill from Eugene where he served on the Board of Directors for his subdivision for four years and was chairman of their finance/budget committee among other jobs. Ted and Willi joined other family members in Corvallis so are very happy to be living here. Ted wants to participate in making Timberhill Townhouse Association as nice a place to live as is possible. He believes that volunteer activity is the most important key in maintaining the property while keeping the cost of doing so within reason. Ted was employed by US Bank and was in the financial management portion of Hardwood Plywood Manufacture. He is currently a Director in charge of maintenance, and President of Timberhill Townhouse Association. He has held this position for six years.

Skip Hamilton Skip, owner/president of the Corvallis printing company ProPrint, has been a Director of the Timberhill Townhouse Association Board for six years. He has been of tremendous value to the Association in implementing wireless internet, in his ability to teach computer and printing skills, and in his willingness to work on Maintenance (2000-1) and Landscaping (2001-present). Skip has been a member of the Presbyterian Church in Corvallis since 1978, and has served as its trustee. For the past 28 years he has been a board member of the Linn-Benton-Lincoln Emergency Repeater Assn., and a long time past Boy Scout leader. Skip is also vice-president of Timberhill Townhouse Association.

BYLAWS, Article IX, section 1 (c): If the total number of nominees is equal to the number of vacancies, all further election procedures are waived and nominees are elected at the annual meeting with no balloting or counting of ballots required.

Treasurer Robin Powel reported the Association’s only unusual expense this month was $817 for income taxes. It was moved by Skip Hamilton, seconded by Phyllis Eickelberg that the treasurer’s report be accepted. Motion carried.

Regarding Insurance matters: We have only one late proof of insurance so they are arriving in a timely way. Thanks for the help all homeowners provide.

RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS

Skip Hamilton spoke on the 29th Street safety and traffic control issues. He has met with City personnel. There is no starting date for the extension of Kings, but permits are in place. Work on that should not impact 29th Street. A cluster of 139 units will be built north of the Windemere sales house on Walnut. Once Kings is extended, it will be continued through three subdivisions before connecting with 29th Street. The City is concerned regarding the 29th Street speeds and loads. Skip will submit a letter of concern to the City representing THTA and from Hidden Creek. The Board will study the letter when it’s ready.

Skip brought up the speeding problems in our Association. Newspaper carriers seem to be less careful than most other drivers. Remember please that our speed limits are set at 10 mph for a good reason.

Ted Langton asked that Association members consider a small fee, perhaps $5 per month, for the privilege of hooking up to the wi-fi system. The fee would be to provide a small account to cover some wi-fi costs. Ted’s suggestion yielded a lot of discussion. If you have an opinion on the subject, please e-mail Ted so he has some idea of what wi-fi users think about it. Send them to: ted@thta.org.

Jack Mykrantz reported that in fixing a light problem he discovered the fixture was not installed up to code. He reminds us that if a box is not behind light fixtures, it is not to code and could cause a fire.

Catherine Mumaw thanked the Board for the look of the Association. It took her only two days to sell her house. Judy Waetjen said we are “living in a hot location.” She has a list of people wanting to buy houses here.

STANDING COMMITTEE REPORTS

LANDSCAPE

Skip Hamilton reported he now has five owner requests for shrubs, etc. Watering will not begin until May, although water line testing will be pre-tested and fixed prior to on. Our arborist has a list of 11 items he’s working on, and the tree trimmer is still occupied with storm damage. Structure clearance will be emphasized this month. Mowing of the creek slopes and back areas will begin soon. Photinia along Walnut is being trimmed since that is a safety issue.

MAINTENANCE

CLUBHOUSE CONCERNS: Ted Langton announced that deck repairs to end leaks into the clubhouse and repair to major bridge beams will be done later this spring or summer.

ROADS: Ted and Skip met with the Road people from the City to get input on the condition of our roads. Based on their input and the dollar amount of the current bids under consideration it is felt that our roads could be properly maintained with a different approach to the project than has been used in the past few years, bearing in mind that maintenance deferred too long ends up costing more than the original bid. With this in mind Ted has met with Val Neuman and after a thorough inspection Val feels that conditions are O.K. to take a different approach. Oregon Asphalt will submit a new proposal for 2007, which will include full repair to the street damage near 2888 NW 29th, along with other items - not to exceed $7500 total. Inspections indicate that the road circling the perimeter of homes on the 29th Street side should be attended to this year. Walnut roads and those 29th Street roads that join the circle road will be done another year.

POOL: The broken pipes at the pool have been repaired.

OLD BUSINESS

WI-FI UPDATE: After checking the wi-fi system during various hours of the day and night, the new system’s speed test has proven to operate flawlessly. It does what was advertised. Skip will wait an additional 15 days before asking the Board to pay Alyrica. The MAC address system will take effect in the next month. This will give our system greater security. At present our 40+ users are responsible for using only 37% of the system’s capacity. Those who need to furnish Skip with their MAC addresses will be contacted.

NEW BUSINESS

NOMINATING COMMITTEE INFORMATION: Judy Waetjen reported that the nominating committee has met and they have no other candidates except the Board members currently holding the positions of landscape and maintenance chairs. Profiles of Ted Langton and Skip Hamilton with be in our May minutes.

TIMBERHILL TOWNHOUSE ASSOCIATION MINUTES
February 6, 2007

THE MEETING

An Alyrica Networks Inc. representative (Kevin) spoke to members about upgrading and updating the wifi system. He suggested a relay station be put on the pool house to transmit the signal to currently weak areas. This would function as a second system. New equipment is built to send the signal through trees. The Association would have thirty days to approve the system. If it didn’t work as we want, he would remove the equipment and not charge us. Cost of the new system would be $2,043. It was moved by Skip Hamilton, seconded by Robin Powel that the Association put in the equipment. Motion passed. (See treasurer’s report below.)

Skip then reported that we have unidentified intruders on our system. He recommended that we go to a machine address system that would only recognize THTA residents. It means that any new hookup would require Skip (740-4000) to register them. There will be two more individuals to help with registering.

Treasurer Robin Powel reported the Association currently has $14,000 in the money market account. This should be sufficient to cover cost of the new wifi equipment and the upcoming painting costs. It was moved by Phyllis Eickelberg and seconded by Skip Hamilton that the report be accepted. Motion carried.

Regarding Insurance matters: one owner’s policy still lacks listing the Association’s interest (as required by our CCRs). Calls have been made to their insurer. Please make sure your insurer mails an updated copy of your new policy to the Association at 3355 NW Walnut or duplicate the policy you’ve received and drop it in the white lock box. Thanks.

RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS

Ted Langton reported on the difference between assessed value differences that exist between THTA and Hidden Creek. Basically, THTA is valued at a higher level. If you are unhappy with your property taxes, appeal to the Board of Equalization.

Ted reported that a new ditch was to have been dug today so that cable could be replaced to repair the lighting situation at the 29th Street entrance to our property.

Skip spoke on the 29th Street safety and traffic control issues. The planned development overlay for building on up 29th Street has been approved after the appeal process was completed. Once 29th reaches the limits applied to it, the State of Oregon may become involved. Skip hopes to raise the awareness level regarding deterioration of safety. If the State gets involved, they will insist that 29th Street be widened.


STANDING COMMITTEE REPORTS

Skip Hamilton reported that the planting of eighteen new trees has been accomplished. The landscape committee is entertaining a shrub list based on owner requests and general needs. Landscapers will be watering the new trees this week if the rain holds off. Skip said the committee is moving in the right direction.

MAINTENANCE

NEW BUSINESS

NOMINATING COMMITTEE FORMATION: Judy Waetjen, chairman of the nominating committee, asked the Board to appoint Lynn Haeffele (753-0674) and Mary Anne Herron (752-4396) to her committee. The Board agreed. Board positions for the maintenance chair and the landscaping chair expire this June. While both Board members currently holding those positions have agreed to run again, we have a committee in place to receive other nominations. Please refer to Article IX of the ByLaws, Section 1. January 9, 2007

BOARD MEMBERS PRESENT: Ted Langton, Skip Hamilton, Robin Powel, Judy Waetjen and Phyllis Eickelberg.

THE MEETING

President Ted Langton called the meeting to order at 7:00 p.m.

Additions or corrections to the previous minutes were called for. As there were none, Skip Hamilton moved the minutes be approved. Motion seconded by Judy Waetjen. The motion carried.

Treasurer Robin Powel reported 2006 expenses were under budget and that money has been rolled into a money market account that gives flexibility to moving money from that account to our checking account when needed. The 2006 year end expenses are being circulated with these minutes. It was moved by Phyllis Eickelberg that the report be accepted. It was seconded by Skip Hamilton. Motion carried.

Insurance coverage for one homeowner expired in December and we have not yet received confirmation of the renewed policy. Always make sure your insurer mails an updated copy of your new policy to the Association at 3355 NW Walnut or duplicate the policy you’ve received and drop it in the white lock box. Thanks.

RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS

In response to Ken Gouviea’s question about responsibility for drainage, the Board has made the following decision which by virtue of a motion by Phyllis Eickelberg, seconded by Robin Powel and accepted by the Board, will be added to the General Rules under Exteriors. (You will find it on www.thta.org.)

Drainage: In order to properly dispose of storm water the Association will assume the responsibility of providing a drainage system to properly accommodate the needs of each home. This has essentially been done over the years. This system includes the creeks, drains in streets and underground storm water drains. The size, scope and location necessary for replacement or repair of these systems will be at the sole discretion of the Board of Directors and will be the direct responsibility of the Maintenance Committee chairman. It will be the responsibility of the homeowner to attach the downspouts from the property to the system and keep the connections clear and operative. In the event storm water is not being properly disposed of, the homeowner should notify the maintenance chairman or other Board member. The best method of repair of the problem will be at the discretion of the Board. If the cause of the problem is clearly due to poor care on the part of the homeowner then the cost of repair will be the responsibility of the homeowner. If the problem is due to some other cause then the method and cost of the repair are the responsibility of the Association. In such an event the homeowner is still responsible for hookup to the new system.

It is clearly the responsibility of the homeowner to keep the gutters clear of leaves and debris so that material will not wash down into the drainage system. Screens on the downspout entry in the gutter will keep most of the material out and should be used. These screens should be cleaned each time the gutter is cleaned. In the situation where a downspout is common to two homes it is the joint responsibility of both homes to keep the drainage system clear of debris.

Robin Powel reported that owners with pets need to be more responsible about cleaning up after their pets. Part of the problem seems to be loose, unattended dogs. We ask owners to please accompany their pets and be responsible, good neighbors.

Irma Canan raised a question regarding property taxes of THTA owners and those in Hidden Creek. At issue are the greater taxes THTA owners pay and the larger homes owned by those at Hidden Creek. Ted Langton will pursue this matter.

Skip spoke on the 29th Street safety and traffic control issues. Skip is in contact with City officials regarding the increased speed and numbers of vehicles. More information as it arrives.

STANDING COMMITTEE REPORTS

LANDSCAPE

Skip Hamilton reported that the landscape committee will oversee the planting of eighteen new trees, purchased with 2006 funds. They have an overview map to help them put the right size tree in the right location. The project is expected to begin soon. The next landscape project is one of selecting shrubbery as requested by owners. Skip said that Eager Beaver Nursery had received the bid on the new trees.

MAINTENANCE

CLUBHOUSE CONCERNS: Ted Langton announced that deck repairs to end leaks into the clubhouse will begin once the weather allows it. Some major beams supporting the clubhouse also need replacing.

PAINTING: Jim Eickelberg reported that of the four contractors invited to bid on our 2007 townhouse repainting, only two handed in their bidding information on time. These were Fitzpatrick Painting, $15,343; and Halcyon Painting, $16,889. It was recommended that the Board accept the Fitzpatrick bid. The motion to accept Jim’s recommendation was made by Skip Hamilton and seconded by Robin Powel. Motion passed. Jim will notify Fitzpatrick.

OLD BUSINESS

CHRISTMAS PARTY: The Association closed out 2006 with one of the most elegantly decorated parties we’ve ever had. While Irma and Pat Canan co-chaired the event, the major decorating achievements and music were the work of Ken Gouviea and Eric Jones. Robin Powel and Lynn Haeffele loaned and helped set up tables and Jim Eickelberg installed bridge lights. Irma and Pat set up the tree and provided beverages, a game, paper goods and cleanup. Twenty-four attended the elegant affair. Ward 8 City Councilor David Hamby stopped in to introduce himself and greet THTA members. A very good time was had by all.
NEW BUSINESS

INTERNET CONNECTION: The names of five computer literate service businesses available for hire are posted on the website. These individuals will be able to help with a large variety of computer-related problems. Skip reported that Robin Powel is installing a new, relatively inexpensive technology to help strengthen reception at her house. If this works as expected, it will be recommended as a solution for others. If you are trying to get wireless access and need the password, call any Board member. Again it is recommended that when having computer problems the first course of action is always to reboot. After that, hire one of the computer helpers at homeowner expense. If you need other assistance, call SKIP (740-4000) or e-mail him about your difficulty.

Treasurer Robin Powel reported that Allied Waste notified us that our monthly garbage collection expenses will increase by $200 per month. It was moved by Phyllis Eickelberg that the report be approved. It was seconded by Skip Hamilton. Motion carried.

RESPONSE TO HOMEOWNER CONCERNS OR REQUESTS

We are reminded that NW Natural is anxious to take care of customer’s concerns. The owner at 2950 asked them to check, after smelling gas, and a leak in the outside pipe was discovered. It was on the “company” side of the meter so the homeowner wasn’t being charged. Thankfully, this house is not next door to a cigarette smoker.

For interested observers: continued construction of the burned dwellings came to a momentary halt because the insurance company had not approved and/or signed off on the work being done. Work has now resumed.

Ken Gouviea asked about responsibility for drainage extending from his house to the street. After lengthy discussion, Skip Hamilton moved that the Association be responsible for ground level problems. There was no second to the motion. Ted Langton said he’d do more research on the subject and it would be decided at the December meeting.

Betty Birdsall asked to have a drip irrigation system installed at 2898 NW 29th. Skip Hamilton reported it is all set and ready to be done.

Ted Langton reported that the Homeowners Association on the west side of our fence asked us to participate in the expense of having the bamboo and fence supported by it removed. THTA wants a fence at that location. Ted made a motion that the Board notify the other Association that we not only will not be participating, but that if they remove the fence between their property and ours, they must replace it. Robin Powel seconded the motion. Motion carried.
STANDING COMMITTEE REPORTS

LANDSCAPE

Skip Hamilton reported that the landscape committee will be inspecting the THTA property on Nov. 11th. Because of extensive irrigation system repairs, his expenses have exceeded his budget. He moved that the $4,700 spent on the repairs be moved to the capital expense fund. Robin suggested that instead of that, it be expensed and paid out of excess painting funds. Skip amended his motion. It was seconded by Robin Powel and the motion passed. Skip also reported that the City is beginning the next major step in ridding the creek of nutria. There should be a marked reduction soon. Rain gutter cleaning forms are being distributed with these minutes. Please note that exterior skylight cleaning is now an option.

MAINTENANCE

CLUBHOUSE CONCERNS: Ted Langton announced that heaters have been installed in each of the restrooms to keep the water supply there from freezing. However, the restrooms are not remaining locked since some doors can be forced open without keys. The subject of installing deadbolts was discussed.

ASBESTOS INFORMATION: The subject of asbestos in ceiling boards came up and when no one had questions regarding this, the meeting moved on to other subjects.

OLD BUSINESS

CIGARETTE SAFETY LETTERS: Letters to owners regarding cigarette smoking and other fire causes were to be discussed. The subject was tabled until December.

GARAGE SALE UPDATE: Nine residents in six locations participated in the annual garage sale. It was a beautiful day and business was brisk. Several buyers commented that they hope there will be more sales next year. Chairman Lynn Haeffele sends a special thanks to Bob Foley who helped shuttle garage sale goods the evening before the sale and who got up at the crack of dawn to help John Mingle set up signs. Thanks, too, to John for his continuing assistance. With the help of Ian Hopper and” Big Red,” leftover items were hauled to the ARC. The Association thanks newcomer Lynn for her willingness to take on the responsibility for the sale. You are a great asset to our Association. Thanks, Lynn.

NEW BUSINESS

INTERNET CONNECTION CONTRACT: Still of major concern is the subject of interruption of internet computer service. This will be addressed in December. The Board had expected to research various companies who handle routers, etc. to see if it would be advisable to enter into a contract with any one of them. This subject will be addressed in December. Alyrica’s current bill for routers and installation is $574.10. Robin asked if we should pay it. It was moved by Skip Hamilton that we do so. Motion seconded by Ted Langton. Motion carried.
BUDGET ANNOUNCEMENT: Ted Langton, THTA president, announced that there will be no increase in Association dues for 2007. The Board is working hard to hold expenses in line. It does so, with the help of all the volunteers who make having to hire a maintenance firm unnecessary. Thanks goes to all our wonderful helpers. Irma Canan thanked the Board for the job they do. A bit of positive recognition is good for all of us.
CHRISTMAS PARTY: Irma and Pat Canan have agreed to chair the December party. More on this annual event in the December minutes.
The meeting was adjourned at 7:45 p.m. This was followed by Jim Patten, the Corvallis Fire Prevention Officer, speaking to us about our recent fire. It was an hour well spent.
